Looking Back The Year in Review

There is new spirit of cooperation and confidence in the future across all parts of NZIM.

The national board and division boards, management and staff have embraced with enthusiasm new sense of direction. This is apparent through the recent strategy work undertaken by both national and division boards.

The Institute is now an approved national multi-site private training establishment (PTE). This development was undertaken to help resolve many issues with the New Zealand Qualifications Authority (NZQA) relating to approval of our nationally provided qualifications (NPQs) and to strengthen the range and depth of programmes provided through the divisions.

The NPQs are delivered under agreement by range of secondary and tertiary providers in New Zealand. They consist of many certificate and diploma programmes, for instance the NZIM Certificate in Management, the NZIM Small Business Entrepreneurs’ Certificate and the NZIM/ATTTO Diploma in Tourism Management.

In addition to being major programme for polytechnics, PTEs and many businesses, the NZIM Certificate in Management is also delivered by 100 secondary schools, and in-house by companies and organisations. NZIM has invested in the development of high quality teacher guides and students workbooks for most of the 16 papers in the qualification.

The Certificate in Management papers are now included in the National Certificate of Education Achievement (NCEA) at level 2 and level 3. This means that all secondary schools can offer courses as part of their curriculum in business and administration. Students can then complete the qualification with tertiary providers or through workplace learning.

Our Certificate in Small Business Management has been reviewed and will be relaunched in 2003. Other qualifications administered by the Institute and provided by others providers include the Diploma in Management, Diploma in Tourism Management, and Advanced Diploma in Management. Last year we processed some 12,000 paper registrations for our certificate and diploma programmes.

We continue to revise our qualifications and adapt them to meet the needs of number of industry training organisations, major enterprises and the armed forces. One of our new relationships is with Te Wananga o Aotearoa. This institution is now the largest tertiary provider in New Zealand, with 15 campuses and many other training locations. Te Wananga delivers our programmes on many of its campuses.

The most significant development in the national division qualifications has been the introduction by divisions of new competency-based Diploma in Frontline Management. This qualification is recognised in both Australia and New Zealand and available for in-company delivery.

Mentoring has been one area which has produced significant interest from many managers and organisations. Training programmes have been introduced and we are discussing with Industry NZ the prospect of national mentoring certified programme in 2003.

Overseas we have strengthened our relationship with number of institutions including visits to IMD in Switzerland, American Management Association USA and the Australian Institute of Management. One of the specific outcomes from our relationship with the IMD is that the Institute has been appointed Partner Institute in respect of its World Competitive Year Book. We will be working with IMD to ensure the New Zealand response is relevant in this global research activity.

Doug Matheson our national chairman is now president of the Asian Association of Management Organisations (AAMO) and he has challenged that organisation to quickly produce new strategy relevant to the future. This involves changing the role and characteristics of AAMO to become an organisation with an Asian face and strong international outlook, promoting an Asian perspective of management, leadership and business practices.

During 2002 the Institute received from the Chartered Institute of Management in the UK copy of research report into management and leadership capability called Raising our Game. Many of the recommendations in this two-year study confirmed our work in New Zealand. Of particular interest was the recommendation to set up strategic body for management and leadership –
• to set targets for raising management and leadership capability,
• to identify priorities for action by Government, relevant delivery agencies and key stake holders and to report to Government progress against these priorities.

This recommendation mirrors the Institute’s work in three ways:
• establishing business led Management Development and Advisory Council with similar objectives;
• developing an index of management capability;
• applying capability to management practice and global benchmarking exercise in respect of the latter.

Finally we prepared for Government and the consideration of ministers briefing paper in which we argued that the application of better management skills is crucial to an innovative and growing economy. If New Zealand is to improve its economic performance it is essential that businesses and managers are more effective. The paper is currently with ministers for discussion and then will be released to members.
